Paderborn. The Neue Westfälische reported on the Meissen couple (name changed) who felt deceived by the Paderborn Youth Welfare Office regarding the adoption of a child. In 1998, the authorities are said to have knowingly given the adoptive parents a child suffering from fetal alcohol syndrome (FAS) and thus disabled, without informing the family in advance. In addition, there was no corresponding support for either the child or the parents.
